First let me state this is my first hands-on experience with T3 circuits and I don't have anyone else to ask for help.
We recently had a clear channel T3 with C-BIT parity and B3ZS line coding installed. The circuit is completely idle at the moment, it is not in production and the IT group is the only one with access to it.
We're using Cisco 3745 routers with NM-1T3 cards. One end of the circuit is set to generate its own clock and the other end is set to receive the clock source from the line. There are no errors on the T3 controllers or the serial interfaces and yet I am unable to generate more than ~21Mb/s traffic using netcps. Both routers are running IOS 12.3(9).
Here is the T3 controller and serial interface config from our routers. The only difference between the two is a statement to enable clock sourcing from the line. We're using the NM-1T3's built-in DSU.
I know this config looks extremely bare, but the truth of the matter is most of the settings we needed were in fact the defaults most of the time.

Our carrier is looking into the problem but so far they have not found any issues with the circuit. Since this is the first T3 I have ever worked with, I know I don't know the right questions to ask.
Can anyone out there shed some light on what the root of my problem might be?
